Police are appealing for witnesses after an altercation between two men and a security guard in Cheltenham last month.
The incident happened in Regent Arcade when the men were challenged by a member of the security team for attempted shoplifting.
A fight broke out before the two men ran off.
Police would now like to speak to any members of the public who witnessed the incident, which took place shortly before 1pm on Saturday 7 January.
The area was busy with shoppers at the time and officers would particularly like to speak to those members of the public who came to the security guard's aid.
A 20-year-old man of no fixed abode and a 23-year-old man from Gloucester have been arrested on suspicion of theft and assault. They have been bailed while enquiries continue.
