Man, 47, given anti-social behaviour injunction following Gloucester city centre incidents

A 47-year-old man has been served with an anti-social behaviour injunction following a spate of incidents in Gloucester city centre.

The civil injunction was brought against Peter Duncan, of no fixed address, after reports which included thefts, threats, street drinking and intimidation.

Solace, a joint team of officers from Gloucestershire Constabulary, Cheltenham Borough Council and Gloucester City Council pursued the case and a court hearing took place on 14 June.

Duncan is forbidden, whether by himself or instructing or encouraging any other person, from:

• Engaging in conduct which causes or is capable of causing alarm or harassment or distress to any person living in or visiting the City of Gloucester at any time;
• Using or threatening to use violence towards any person living in or visiting the City of Gloucester at any time;
• Being in a public place with an open bottle or open can or cup or glass containing alcohol in a public place within the city of Gloucester;
• Entering or being in the area of Southgate Street in Gloucester.

The injunction, which has a power of arrest, will remain in place until 14 June 2024 and anyone who witnesses any breaches is asked to call police on 101 or to report information online: https://www.gloucestershire.police.uk/ro/report/ocr/af/how-to-report-a-crime/

Solace officer Matt Roberts said: "Duncan's persistent intimidating manner, and threats towards those who intervened has led to us seeking the injunction in a bid to stop his behaviour.

"People should be able to go about their lives without being intimidated or feeling threatened and we hope that this injunction stops his anti-social conduct."

CitySafe Manager Steve Lindsay said: "Duncan can be seen most days breaching the city's Public Space Protection Order by drinking alcohol. When drunk his behaviour can cause harassment, alarm and distress to visitors and shop workers and owners. 

"He has been offered support, and this injunction shows that robust action will be taken to those individuals who refuse support and ignore warnings and chances to change their behaviour. It is hoped that having this injunction in place will guide and force him to accept the support on offer."

Gloucester Neighbourhood Policing Inspector Ash Gardner said: "This case is a fantastic example of partnership working between the local authority and Gloucester City Safe to tackle anti-social behaviour. The granting of this injunction will send a clear message that the behaviour demonstrated by Duncan will not be tolerated."
