If a parking issue is a pain or a nuisance then you will need to contact your local council.
If a vehicle is blocking you from leaving your property and you cannot in any way manoeuvre around it, even awkwardly, then that is a police issue. If you can awkwardly manoeuvre around the vehicle then this is a council issue.
If a vehicle is blocking you from parking on your drive then this is a council issue as it's possible for you to park somewhere else.
You should try to locate and speak to the owner of the vehicle before contacting your local council.
