Our local pledge to you is to supply you with your local community policing team contacts, dates of your next neighbourhood policing meetings, details of your local priorities and the work being carried out towards those priorities. Our commitment for SCT staff is to spend 80% of their time visibly working in your neighbourhood, tackling your priorities.   • Priority:Thoughtless parking in Lilliesfield Avenue, Barnwood and surrounding areas at the start and the end of a school day. 
  • Action:

    Increased foot patrols at peak times to educate drivers and where appropriate £30.00 fixed penalty notices will be issued when a vehicle has caused an 'unnecessary obstruction'. 

    DO NOT park 

    • on a footpath, pavement or cycle track
    • near a school entrance
    • within 10 metres (32ft) of a junction, except in an authorised parking space
    • opposite another parked vehicle, it is causes an obstruction
    • where the kerb has been lowered to help wheelchair users
    • in front of the entrance/driveway/garage of a property

  • Priority:To tackle anti-social behaviour (particularly graffiti and litter) and criminal damage at Lobley's Skate Park, Abbeymead

    Increased high visibility patrols in Lobley's Skate Park and dealing with anti-social behaviour and other criminal offences as appropriate.

  • Priority:Cycling offences in Longlevens and Elmbridge area to include targeting cyclists cycling on a footpath, cycling without lights on bikes at night and cycling 'two up'.Op Dazzle is in operation across Hucclecote INA which targets cyclists without lights on their bikes at night, please refer to the main article on the Monthly News page. 
  • Action:

    Increased patrols to educate cyclists and where appropriate £30.00 fixed penalty notices will be issued to cyclists who do not comply with the above rules.

  • Action:

    Increased high visibility patrols of the area in and around Tescos Express and deal with anti-social behaviour and other criminal offences as appropriate.

Hucclecote SCT Organise Football Tournament For Local Youths

For the second year running officers from the Hucclecote Safer Community Team (SCT) are hosting a seven-a-side football tournament for pupils from eight local primary schools.

Community Day at Morrisons in Abbeydale

Local Officers from the Hucclecote Safer Community Team are taking to the local supermarkets to offer advice to local residents.

Following the success of the Community Day at Morrisons on Saturday 20 February, 2010 PCSOs Kate Beck, Steve Smith and Clive Phillips will be holding a Community Day in the entrance of Sainsbury's in Barnwood on Saturday March 13, 2010 between 1pm and 3pm. 

Your local officers will be there to offer crime reduction advice as well as to discuss any issues or concerns people have about policing in the area.

The team hope by holding these Community Days they will get the opportunity to speak to more residents and hear what issues they have about their area.

Success of Community Day at Morrisons in Abbeydale

Officers from the Hucclecote Safer Community Team spent two hours outside Morrisons in Glevum Way on Saturday February 20 to meet with local residents.

PCSOs Khim Mortimer and Charlotte Simmons were on hand to offer crime prevention advice to shoppers.

The day was an opportunity for PCSOs to meet the community and allow members of the public to discuss their concerns and worries.

Among the issues raised by residents who stopped to speak to officers were persistent dog fouling, cyclists on pavements and fear of groups of young people.

Coney Hill Residents Enjoy Trickster The Musical

 On Monday March 1, PC Andy Plant and PCSOs Kate Beck and Steve Smith took ten elderly Coney Hill residents to an event organised by the Gloucester Crime and Disorder Reduction Partnership.    

Gloucester CDRP booked the Soloman touring theatre company to perform their musical "Trickster" at Kingsholm Rugby Club.   

Based on a true story the production, designed for older people, follows the story of George, once a proud soldier, as he battles against conmen and beats the bogus callers.

The show contained original songs for the audience to sing-along to as George goes on to show the conmen what he is made of in this fun and lively performance.

Detective Chief Inspector Simon Atkinson, from the Forest and Gloucester policing division, said: “This event is an excellent way of passing the message to our older residents not to open the door to unexpected visitors or allow them into their homes and not to keep large quantities of cash in their home, whilst still having an enjoyable time at a relaxed and friendly event."

Everyone thoroughly enjoyed themselves and said they had learnt valuable tips on how to keep themselves safe from possible bogus callers.

Bogus Caller Talk at Manor Day Home

On Thursday March 4, PCSOs Kate Beck and Steve Smith attended the Manor Day Home in Barnwood Road to talk to the residents about how to beat bogus callers. They acted out different scenarios to demonstrate the potential methods used by bogus callers to gain entry to the homes of victims and provided hints and tips of how to avoid this from happening to them.
This was the first event of this type and there was positive feedback received from the staff and guests. The PCSOs are hoping to continue covering a range of topics in the future.

Hucclecote Officers On The Beat With Radio 4

Police Sergeant Duncan Arinze and PC Chris Jones were featured in a documentary for BBC Radio 4 called ‘The Generation Gap.' This was part of a ten week programme in which two people from different generations discuss a topic that reveals the changing nature of Britain.

PS Arinze and PC Jones from Hucclecote Police Station patrolled Hucclecote on foot with a Radio 4 reporter. Radio critic Miranda Sawyer also wrote about this documentary in an article in The Observer on Sunday February 28.

Miranda Sawyer wrote:

"Radio 4's The Generation Gap is a great idea: two people of differing ages talk about a topic they have in common. On Wednesday's programme we heard about being a black police officer in Gloucestershire, that was the most interesting.

Duncan Arinze started on the beat in the 1980s, Chris Jones just recently. While training, Arinze was barred from having a drink in the pub; Jones said: "Hand on heart, I've never really encountered racism." Instead, people come up to him and say, "It's nice to see a black officer on the streets." "That's a hell of a sea change in attitude," marvelled Arinze, who recalled his first years as being exactly like Life on Mars."

Last chance to Express Your Views in Longlevens Library

On February 3, a public survey machine was placed at the Longlevens Library to enable members of the public to share their thoughts and opinions on how safe they feel in their local neighbourhood. 

The screen will remain at the library until the middle of March so residents still have an opportunity to complete the survey.

The results will then be analysed and the police will respond to concerns accordingly.

NEW PIP at Oxstalls Campus

Officers from Hucclecote SCT has introduced a new Police Information Point at the University of Gloucester, Oxstalls Campus. PCs or PCSOs will be in the Student Help Zone from 1200 - 1400 every Thursday, students will have the opportunity to speak to officers about personal safety and security of their property. Officers will be happy to speak to anyone and assist them in any way they can. If you're a student who doesn't originate from Gloucester and need to know where somewhere is, come and ask us.

Hucclecote SCT - Op Dazzle

 Operation Dazzle Poster - Must have Lights on your Bike Hucclecote SCT has re-launched Op Dazzle which means targeting cyclists without lights on their bicycle during the hours of darkness. We are trying to educate cyclists and rather than issue a £30 fixed penalty notice (FPN) straight away we will be issuing Op Dazzle notices to offenders which gives them instructions on how they can avoid going to court or receiving a FPN. They will basically have 7 days in which to purchase a set of lights and attend Hucclecote Station with the receipt and have them fitted to the bike, if they meet the criteria there will be no further action taken. If they do not comply, they will be summonsed to appear before a court.  

Riding in the dark without lights and reflectors puts you at great risk. Lighting-up time is sunset to sunrise and when visibility is seriously reduced. If in doubt, switch your lights on.

Any bicycle being ridden on public roads in the dark must be fitted with:

  • a white front light
  • a red rear light
  • a red rear reflector

Bicycles should also be fitted with:

  • a white front reflector
  • amber pedal reflectors
  • white or amber wheel reflectors   

Lights must be kept lit and unobscured, and must conform to the British Standard BS 6102/3.

Reflectors must be kept clean and unobscured, and should conform to BS 6102/2.

Drivers find it very difficult to see cyclists who ride without lights at night. Although cyclists can sometimes see quite well when riding without lights, because of street and shop lights, drivers still find it almost impossible to see them.

Lights and reflectors checklist before you ride in the dark, check:

  • Front Light is fitted, clean and working brightly
  • Rear Light is fitted, clean and working brightly
  • Rear Reflector is fitted and clean
  • Front Reflector is fitted and clean
  • Pedal Reflectors are fitted and clean
  • Spoke or Wheel Reflectors are fitted and clean

Make sure that the lights and reflectors are securely fitted to the bicycle, with no loose nuts or bolts.

At the same time, check the brakes are working properly, and there are no loose or missing parts.

Some batteries, like Energizer, have built-in testers so you can easily check how much power they have left. Otherwise, switch your lamps on to see if they are working brightly.      

Hucclecote SCT - Become a Key Individual

Hucclecote Safer Community Team is committed to improving the influence local people have on our response to local problems.
 
We're looking for people to join our Key Individual Network (KIN). We want to know your thoughts and opinions on a range of issues that affect your neighbourhood. You don't have to belong to any other organisations or be involved any more than you want to. As a KIN member we will ask you to give us occasional local feedback, which in turn helps us to gain a more informed understanding of our community.

Main roles of the KIN

  • Widen the consultation between the police and the local community.
      
  • Give prompt information about significant changes in local tension and provide information of local issues.
      
  • Enable community members to influence local policing and for the police to get increase information about issues affecting our neighbourhoods. 

Benefits of the KIN

  • Improves the quality of life for you and your neighbourhood.
      
  • Provides a medium for the resolution of issues that arise within your neighbourhood.
      
  • Provides an opportunity for the community to influence how their area is policed.  

Once you become part of the KIN

Your personal details will not be used for any other purpose, or passed on to anyone else. You will be invited to meetings concerning setting priorities within your neighbourhood, and these take place every quarter. Outside these meetings we will carry out the majority of communication by phone, post or e-mail.

Gloucestershire County Council Contact - Suzy Jemmott 

As the Area Lead Officer for Community Engagement for Hucclecote, Abbey and Upton St Leonards, Longlevens and Elmbridge  and Barnwood, Suzy is the main contact for any issues involving the county council that are agreed as priorities by our communities.  This can include issues such as flooding, parking, street lighting, road condition, footpaths, recycling, schools, Trading Standards and more. It is Suzy's job to ensure the right county council services are engaging with our local communities, working to help meet the priorities agreed by them at Neighbourhood Partnership and Community Meetings. Through working together with the Hucclecote Police Safer Community Team, Gloucester City Council and other partners Suzy hopes we can really make a difference to people where they live, making their neighbourhood a safe and pleasant place to be.  As part of this role Suzy will attend community meetings or identify relevant County Council officers who need to attend to discuss community concerns.

What is a Police Community Support Officer?

Police Community Support Officers (PCSO’s) were introduced by the Government in 2002 to assist both the regular Police and the community. The Hucclecote Safer Community Team currently have nine PCSO's working in the Hucclecote, Abbeymead, Abbeydale, Barnwood, Chequers, Coney Hill, Elmbridge, Longlevens, Upton St Leonard's and Coopers Edge areas.

These officers are responsible as points of contact for the 3 identified communities.

  •  Coney Hill, Barnwood and Chequers Estate
  •  Longlevens & Elmbridge
  •  Huccclecote, Abbey, Upton St Leonards' and Cooper's Edge 

Police Community Support Officers (PCSO's) provide a visible and uniformed presence in the community, directly helping the police to tackle criminal behaviour, and freeing up police officers from some of the time spent on routine tasks.
Moreover, they provide a valuable service in reassuring the communities.

In relation to vandalism, PCSO's can:

  •  Attend incidents of low-level disorder and antisocial behaviour
  •  Deal with community issues such as littering and dog fouling
  •  Report and remove abandoned vehicles
  •  Gather evidence through observation
  •  Speak to young people who might be drunk and causing problems, confiscate alcohol and tobacco
  •  Assist the police with recording names and addresses or door-to-door enquiries

Police Information Points - Hucclecote SCT

                                                                             

  • Police Information Points, (PIPS), were originally introduced ten years ago to encourage greater communication between the public and the Police. PIP points offer a range of advice on crime reduction and community safety as well as other police and community related information. It also gives you, the community, the opportunity to interact with a Police Community Support Officer to exchange community based information.

 

  • NEW - University Student PIP to be held at University of Gloucester, Oxstalls Campus every Thursday from 12:00 - 14:00hrs in the Student Help Zone.
     
  • Coney Hill Pip - will be held at Coney Hill College on the second Tuesday Night of every month from 18:00 - 19:00hrs. This coincides with the Barnwood Residents Association meetings, so Councillors and Gloucester City Homes reps will also be present if anyone has any problems or queries.

 

  • Longleven's Pip - is held at Longleven's Library on the first Saturday of every month at 11am.

 

  • Hucclecote's Pip - is held at Hucclecote Library on the following: Saturday 10th April 2010, 8th May, 5th June, 3rd July, 7th August, 4th September, 2nd October, 6th November and 4th December between 11:00-12:00noon.

 

  • Upton St Leonard's Pip - is held at the Post Office on the following: Saturday 13th March 2010, 17th April, 15th May, 19th June, 17th July, 14th August, 18th September, 16th October, 13th November and 18th December between 12:00 - 13:00.

 

  • Open Surgeries at Hucclecote Police Station - Every Wednesday between 08:00 - 16:00. This is an opportunity for you to use the station and come and meet some of the Safer Community Team and discuss any issues or ideas you may have regarding your community.

 

  • Abbeymead Pip - is held at Abbeydale Community Centre, Lindsey Room between 10am and 11am every last Saturday in the month.

Our Objectives - Hucclecote SCT

  • To provide a visible and accessible uniformed presence within the neighbourhood areas.

  • To engage with communities within their neighbourhood through regular contact with the public, identify concerns and provide information about the action taken to resolve a problem at times using a multi-agency approach.

  • To take effective and appropriate action to reduce anti-social behaviour and deal with offenders, using the CADA partnership and the Prevent and Deter Scheme.

  • To gather information/intelligence and where necessary act upon it via:

    • targeted high visibility patrol

    • enforcement and targeting of prominent individuals engaged in criminal activity

    • initiating operations and utilising other resources to bring offenders to justice and/or disrupt criminal activities

    • engage with partnership agencies and community groups to deliver appropriate prevention/reduction advice

    • ensure a working knowledge of crime and trends within the area and provide a public reassurance within that area

  • To engage with and encourage all sections of the community in the neighbourhood, through ward, parish and panel meetings in order to agree priorities and choices.

  • Identify and ensure points of public contact are maintained, i.e. Councillors, Neighbourhood Watch Co-ordinators.

  • Collate information and make referral application to combat anti-social behaviour
