The Laurels Dispersal Order

Officers from the Barton, Tredworth and White City Safer Community Team (SCT) have been granted a dispersal order for The Laurels area of Tredworth to combat anti-social behaviour.

The order has been applied for under Section 30 of the Anti-Social Behaviour Act and allows police officers or Police Community Support Officers (PCSOs) to disperse groups of two or more people when they believe their presence has resulted in, or is likely to result in, any members of the public being intimidated, harassed, alarmed or distressed.

Once asked to disperse it will be a criminal offence for that person to return to the dispersal area for a period of 24 hours.

Anyone refusing to leave when directed or returning to the area before the time limit expires can be arrested. Offenders can receive a fine of up to £5000 or up to three months imprisonment.

The order will come into effect on Monday December 21 for a period of six months.

The dispersal order covers the following areas:

Upton Street, Albany Street, The Conifers, Percy Street, Moor Street, Melbourne Street West, Melbourne Street East (up to the junction of Hatherley Road,) Adelaide Street (up to the junction of Hatherley Road,) Moreton Street, Paul Street, The Laurels, St James’ Park and the Kingfisher Church Grounds.

PC James Bryon, from the Barton, Tredworth and White City SCT, said: “We have received a growing number of calls from members of the public who have had enough of feeling harassed and intimidated by groups congregating in the streets surrounding St James’ Park.

“Together with Gloucester City Homes, we have monitored the situation carefully and carried out a number of joint street surgeries so that we can fully understand the community’s concerns.

“We feel that there is a need for a determined and proactive approach to tackle the issue and have therefore requested this order be put in place.

“Local residents can play their part in helping officers enforce the order by passing on any information they have about people involved in crime or anti-social behaviour in the area.”

Sara Taylor, Anti Social Behaviour Officer at Gloucester City Homes, said: “Anti-social behaviour affects the quality of life of many residents, particularly those who are elderly.

“People have a right to feel safe in their communities. It is unacceptable for people to be afraid to use public spaces because they feel threatened by groups of people hanging around.

“It is important for agencies to work in partnership together with the local community to prevent and reduce crime, disorder and anti-social behaviour.

“Gloucester City Homes are committed to tackling anti-social behaviour and will continue to work with the Police and other agencies to combat this problem."

Andrew Gravells, Gloucester City Council cabinet member for housing and health, said: "Following initial work to monitor the situation I'm pleased residents concerns are being addressed.

“Through partnership working with the police we are determined to reduce the harm and distress caused to local residents in the community by people who act in an antisocial way."

The Barton, Tredworth and White City SCT can be contacted on 0845 090 1234, or people can contact Crimestoppers anonymously on 0800 555 111.
