    • Increased participation of partner agencies delivering management services in the area. The purpose of this is to improve the appearance of the community through cleansing and maintenance. This is in line with the broken windows theory of crime management.
    • Provision of increased number of youth related activities to divert young people into worthwhile activities.
    • Involvement with re-development of Manser and Hudson Streets. To facilitate community harmony with new residents and signpost them to services.
    • To work in partnership with social housing providers / local authority to enforce Housing Act / Crime & Disorder Act legislation where appropriate.

    - Initiated Operation Jet 2010 from 01/05/10 - 31/10/10 (when it will be reviewed). This is the operation to target ASB in St Pauls using various methods of enforcement.- Identified our 'top 10' ASB suspects in St Pauls and targeted their activities to prosecute them for offending and gather intelligence.- Significantly increased our high visibility patrol time in St Pauls, and in particular during the evening/night Thurs - Sun each week. It is these times that have been identified by residents as being most critical.- Initiated a St Pauls ASB management group to include Cheltenham Borough Council, residents and local politicians.- Restricted the movements of suspects by working with local authority to initiate ABC/ASBO responses. - This is ongoing and further ABC/ASBO's are anticipated.- Initiated a 'community clear up' with partners from the local authority and GF&RS.

I’ve been a police officer in Gloucestershire for 25 years. I am responsible for the Safer Community Team at Whaddon INA. I work alongside three Police Constables and eight Police Community Support Officers. The PC’s are funded directly by Gloucestershire County Council and this means they are additional to the budgeted staffing levels for Gloucestershire Police. Therefore their duty time can be spent dedicated to the Whaddon INA.

I have been a police officer in Cheltenham for over eight years. I started my service working in St Pauls at Swindon Road Police Station which has since closed. I became a community beat officer 4 years ago and have had the pleasure of policing Whaddon since then.

As a council funded officer I have the opportunity to walk the area and meet people of all ages. I can listen to what affects their quality of life, and, if I can help I will. If I can't I may know an agency/department who can. This can be anything from a young person struggling at school to fixing a street light! I began my career with Gloucestershire Constabulary in 2003.  For the first two years I worked as a Police Community Support Officer in Cheltenham Town Centre INA.  However for the last four years I have been working at Whaddon INA as a front line Police Officer.  
I have enjoyed this role very much however I have missed being able to deliver a more personal service to the local community. As a response officer, I tend to rush from job to job and there is precious little time to fully engage with residents and make a difference to their lives. Thankfully my goal of joining the Safer Community Team here at Whaddon INA has been realised and I can become part of what is a very effective team.
I am the council funded officer responsible for the Prestbury community.

Whaddon SCT - Road Closure in Wymans Rd.

Wymans Road, Cheltenham

This road will be closed at its junction with Whaddon Road between the 13th and 19th September 2010. This is to allow for the construction of a pedestrian island.

This road will be closed from 8pm on Friday 6th August to 12pm on Sunday 8th August 2010 to allow for a Street Party for the Community.

Clyde Crescent Football tournamant 2010

It is that time of year again when the noise levels in Clyde Crescent reach an all time high with supporters cheering on their teams in the annual 5-a-side tournament held each summer.

On Wednesday 28th July 2010 the tournament will start. It kicks off at 5.00pm and will run until 8.00pm and will be held every wednesday until the 25th of August with the finals day being Sunday 29th August from 10.00an - 4.00 pm which will include bouncy castles, stalls and displays.

There are three leagues :

  • Juniors (age 8-10 years)
  • Intermediates (age 11-13 years)
  • Seniors (age 14-16 years)

Each team will have seven player (only five on the field at any one time).

PCSO Chris white said "This football tournament has been running for many years and has helped bring this community together. Claude (Bullingham) and John (Hunt) have done a fantastic job running the tournament in the past but it is now time for it to be past on to others" She went on to say "it will be a shame to see this event not run as the kids enjoy it every year."

We are currently enjoying a really great summer for a change (so long as you don’t think too hard about the World Cup, Wimbledon, your pension fund or the economy). What a bonus it is for all of us to be able to benefit from the sense of wellbeing provided by the warm sunny weather. Everyone always seems so much more relaxed and chilled out. There is nothing nicer than outdoor living, the summer scents blowing through open windows and the cool evening breeze to refresh a room.

However, someone else also benefits from this weather. The person I refer to is the burglar who will, excuse the pun, make hay when the sun shines. An open window is a gift to a house burglar who will see it as an opportunity to defile your home. An open door in an unoccupied room may as well have a sign on it saying “help yourself”. Leaving a window open to air a room at night is no different to sending ‘Raffles’ an invitation to “come in and have a look at what we have”.

On average 50% of all dwelling burglaries committed in the three communities within St. Pauls & Pittville; Prestbury and Whaddon/Lynworth are in homes that are left insecure. This is a message I repeat month in, month out and still we suffer the consequences.

My team and I are more than happy to provide a crime reduction survey to your home. You can upgrade your home security without feeling too much pain in your wallet. You can save £££’s on your home insurance by joining a Neighbourhood Watch Scheme and you can significantly reduce the chances of being a burglary victim if you have ‘security’ in your mind at all times. We are working extremely hard at present with the problems of anti-social behaviour. The community blighted by this more than any other on our ‘patch’ is St Pauls. Since the start of May we have been running Operation Jet to not only increase our visible presence in the area but also to provide reassurance to residents. However, what is absolutely clear to me is that there are some residents in certain areas who are turning a blind eye to those that cause misery to others. Not providing the police with witness testimony when they have seen an incident take place on the basis that “they are not a grass” is totally unacceptable. Intimidating people who are minded to play a part in the management of that community is a disgraceful and despicable thing to do. My message is this – Stand up to the bullies, they are actually more afraid than you. Come to me with information and I will act on it. If you stand together, the bully will feel the consequences.

The new University of Gloucestershire students will soon be with us. I am working closely with the university staff and Students Services to ensure they act responsibly during their stay in our town. We will deliver increased patrols during Fresher’s Week and make sure they know what we expect from them for the remainder of their study time here.

Whilst I acknowledge that some students, in the past, have damaged not only their own reputation and that of the University. I would also say that the vast majority are keen to be good citizens and by far the greater number of anti-social behaviour incidents in St Pauls are perpetrated by the permanent residents of the area.

Crime Stats for 1 – 30 June 2010 are as follows.

Across the 3 communities of Whaddon INA we recorded 130 crimes.

Dwelling Burglary = 18 homes were burgled. 10 of which, the home was insecure, doors and windows left open. In a couple of the other crimes, the offender used a gardening tool left outside in the garden to force open a secured window. Please lock your tools away!

Non-Dwelling Burglary = 6 offences recorded.

Robbery = 2 crimes were recorded. One crime involved the theft of a Chinese takeaway meal; the offender approached the victim from behind, punched him, took the meal and ran off with it. The second offence took place on the Honeybourne Line. The offender approached a female victim, knocked her to the ground and stole a suitcase.

Theft = 43 offences were recorded. These offences are consistent every month. They involve property that can easily be disposed of like IPods, laptops, pedal cycles; cameras; phones and SatNavs. Often, pedal cycles were left unlocked by the owner, high value items were left on display in unattended vehicles and in a few offences the vehicles were left insecure.

Criminal Damage = 26 offences recorded. These offences are so difficult to detect and the best advice I can give is to consider carefully where you park your car. Look around your community and if there are things that need clearing away, do so. You may be interested to know that I am working hard with Cheltenham Borough Council and Cllr. Paul Wheeldon to ensure fly-tipped waste is removed in quick time.

Drugs = 9 offences of possession. All of these were a result of people getting stop searched by patrolling police officers.

Violence against the Person = we recorded 19 VaP offences. The most serious was a horrendous offence that took place in St Pauls when a man was attacked by a group of youths. This attack was racially motivated. The evidence suggests he was singled out because he was black. We have arrested 5 local men in connection with the offence. The victim has sustained horrific facial injuries. Police enquiries are continuing with this.  I have to tell you that on a personal and professional level; racially motivated offending disgusts me to the pit of my stomach.The other VaP offences thankfully were less serious and were classed as ‘common assault’. These are the least serious in this crime band.

The remaining 7 offences were very minor in nature.

For the month of June Whaddon INA has an overall detection rate of 37.12%. For violent crime we have a 73.91% detection rate which is outstanding. We dip on criminal damage with a rate of 18.52% but as I have said, these are hugely difficult to prove unless we have an eye witness who comes forward.  Burglary has a 44% detection rate.

Finally – I am delighted to tell you that PC Lynn Aston has returned to work following her period of illness. She is back on half days initially and building up to being fully operational in the near future. We have all missed her and none more so than the residents of Whaddon, Oakley, Lynworth & Priors. Lynn will resume responsibility for this community from PC Helen Conway who has done a sterling job in the last 6 months.

Whaddon SCT - Forthcoming road closures.

Swindon Lane, Cheltenham

This road will be closed at the level crossing from 10pm Saturday 4th September to 12:40pm on Sunday 5th September to allow for essential rail track maintenance works.

Cleevemount Close, Cleevemount Road, Overbrook Drive, Welland Lodge Road, Cakebridge Road and Windsor Street

These roads will be closed on a rolling programme of works from Monday 16th August to Friday 27th August 2010. This is to allow for essential carriageway resurfacing works by Gloucestershire Highways.

New Dates for Mini Bike Project

The club has been formed in conjunction with Gloucestershire Police, Gloucestershire County Council, Gloucestershire Youth Service and the Youth Crime Prevention Team to provide a venue for the safe use of Minimoto bikes under strict guidelines set by the Auto Cycle Union (The governing body of motorcycle sport in the UK).

  The club is open to young persons aged between 6 and 16 years of age.

 

Meetings will be held throughout the year (on a weekend) at Cheltenham Racecourse

Whaddon SCT - A day in the life of PC Helen Conway. PC responsible for Whaddon & Lynworth community.

Thursday June 10/06/2010.

My working day today started at 1.00pm.  As soon as I’m through the door at the station, I go to my locker to make sure I am all kitted up, should an emergency job come in.  Although my job is all about the community, I still have to ensure that I’ll ready for all eventualities, so that includes keeping my body armour close at hand and wearing my kit belt. 

Once I’m sorted out, I grab a quick cuppa and head to a computer so I can check the incidents that happened in Whaddon, and the rest of Cheltenham and Tewkesbury Division since I was in yesterday. 

I then also check my emails.  Emails are a good way for us to keep in touch with members from our partner agencies; such as Cheltenham Borough Homes - we can share information about members of the community that we have concerns with and ensure that we offer them the right level of support.

Once I’ve done this I don my hat and step out for a walk around Whaddon.  The area is relatively quiet, so I take the opportunity to pop into the local shops to see how they are doing.  The staff members at the shop are great at helping us assess what issues there may be amongst local residents. 

I am appointments officer for today. The appointments system was brought in as part of the Policing Pledge to ensure that the police service offer the public appointments that are at a time to suit them. I have an appointment made for me, so I print off the incident concerned and take other paperwork I need with me.  I keep my appointment with the member of the public concerned and take crime details from him.

Before I know it, it’s time for a quick sandwich while I update the crime report with the further details I have gained from the appointment.  As I do this, I also speak to the PCSO’S for Whaddon, Louise Riley and Christine White about their day and we share information.  At 7pm, the three of us then make our way to Cornerstones, where we have a ‘Point 7’ meeting.  These meetings are held once a month to allow members of the public meet with us to air their views or raise concerns.  At the meeting we speak to members of the public who are concerned about traffic congestion and road safety outside Tesco’s, Hewlett Road, which is a current SARA plan.  I note down their concerns so that I can consult other agencies such as Environmental Health and the Highways Department.

After the meeting, I go out on foot patrol with PCSO Selwyn.  We direct our patrol to Pittville Park, as by now it’s after 9pm and we want to make sure the park is a safe place for everyone.  Whilst on patrol, another officer alerts us to some youths in a large group in the park, so we speak to all the youths there.  Our patrols form part of the on-going ‘Operation Jet’ which is running throughout the summer to help combat anti-social behaviour. 

Before concluding duty at 11pm, I ensure that I have updated my Sergeant with the results of my patrols.  I check my watch and see that I’m only half an hour later than I should be in finishing my duty, which is good as my cat will be at home waiting next to her empty food bowl!

Police Encourage People To Help Keep Pittville Park Nice

Whaddon police are working with Park Watch to keep Pittville Park a safe and pleasant place for people to enjoy over the spring and summer months.

PCSO Steve Yetton from the Whaddon Police Safer Community Team (SCT), which covers Pittville Park, said; “We’re very lucky in Cheltenham to have such beautiful parks to enjoy in the warmer weather, and as such we asking those that use them to help us keep them that way.”

Officers are encouraging people to report any incidents of anti social behaviour, underage drinking and criminal damage in the park.  They are also reminding those using the park that it is an alcohol-free zone.

“Whilst the vast majority of people make the most of the park without spoiling anyone else's enjoyment, we have in the past had reports of a small number of people whose irresponsible behaviour causes disruption,” continued PCSO Yetton. “For the sake of everyone who enjoys the park we are asking people to report incidents so that we can take appropriate action.”

Police Officers and PCSOs regularly patrol the park and will be ensuring the prohibition is enforced and will deal robustly with any incidents of anti-social behaviour or criminal damage.

“We know from our work in the park over the last year and listening to members of the community that reducing incidents of anti social behaviour in the park is important to them and we are dedicated to working with our partner agencies to do this,” added PCSO Yetton.  

The Pittville ParkWatch Scheme comprises of a group of park-users who work alongside the Police, Cheltenham Borough Council Officers, and Ward Councillors with the aim of providing additional protection for the listed historic regency park. This group of people promote safety in the area, protect the wildlife, greenery and historic structures, ensure that any incidents of graffiti, damage or anti social behaviour are reported to the police and promote the use of the park to legitimate users.

PCSO Yetton concluded; “I hope that local residents are confident that we, along with our partner agencies, will do all we can to enable residents and visitors to make the most of the park and keep it a safe and pleasant place to socialise.”

Have A Say On The Community Priorities For Your Neighbourhood

People who live in Whaddon, Prestbury and St Pauls in Cheltenham are being encouraged to have their say on community issues this May.

Neighbourhood Co-ordination Groups for the three areas are being held and officers from the local policing team are encouraging people to come along.

Sergeant Mark Stephens said; “We carry out various consultation meetings with local residents throughout the year. These meetings are incredibly beneficial and have more influence on the way neighbourhoods are policed than perhaps people realise. They really are your chance to help influence the actions ourselves, and our partner agencies, take to tackle the issues that matter most to you.”

At the meetings members of the community, along with the police and partner agencies, will decide what the community priorities for the neighbourhood for the forthcoming months will be.

Previous priorities have included; anti social behaviour in certain areas, dog fouling and road safety issues.

The meeting for the St Pauls area will be held on Tuesday September 14 at the Community House on Folly Lane at 7pm.

Whaddon residents are invited to a meeting at the Cornerstone Centre on Severn Road at 7pm on Thursday September 9'th.

The Prestbury Library is the location for the Prestbury meeting on Monday September 6'th at 7.15pm.

Sergeant Stephens concluded; “By listening to the concerns of the community we can prioritise the issues that matter most to the people that live here and so we would encourage people to get involved by talking to their local policing team.”

Whaddon Lead Officer for Community Engagement Hester HuntAs the Area Lead Officer for Community Engagement for Whaddon, St Paul’s & Prestbury I am the main contact for any issues involving the county council that are agreed as priorities by our communities.  This can include issues such as flooding, parking, street lighting, road condition, footpaths, recycling, schools, Trading Standards, road safety and more.  It is my job to ensure the right county council services are engaging with our local communities, working to help meet the priorities agreed by them at the quarterly Neighbourhood Coordination Meetings.  Through working together with the Whaddon Police Safer Community Team and Cheltenham Borough Council and other partners I hope we can really make a difference to people where they live, making their neighbourhood a safe and pleasant place to be.  As part of this role I will attend community meetings or identify relevant County Council officers who need to attend to help discuss community concerns.

Internet awareness and safety

Do you know who your child is speaking to when on the internet? 

The internet is used worldwide by persons of every age and walk of life, children are particularly knowledgeable in the use of computers having grown up using them from an early age and having been trained in their use at school.  Not forgetting that mobile phone technology is forever improving which is also enabling people to access the internet whenever and wherever they are.

As you would protect your child in everyday life, you would want them to be protected when using the internet to safeguard their happiness and well-being. Knowledge gained through school lessons and common sense can reduce the risk of your child coming to harm through using the internet and in particular certain chat rooms like Beebo and Facebook. 

If your child understands the risks and can make sensible and informed choices online, they can get the most from the internet and stay safe whilst doing so. Gloucestershire Constabulary would encourage all parents and carers to take time to educate themselves on internet safety by visiting internet safety advice web-sites.

I am the Anti Social Behaviour (ASB) coordinator for Cheltenham Borough Council and I have held this position for nearly 5 years.  Anti-social behaviour causes harm to individuals and the community and must be stopped as soon as possible, when the minimum harm has been caused.  

The goal of any action is to protect victims, witnesses and communities, enable the offender to understand the consequences of their behaviour and make sure the perpetrator changes their behaviour. I do this by working in close partnership with the Police, Youth Service, Youth Offending Service, Youth Crime Prevention Team (YCPT) Probation Service and so on.  

Interventions that can be used include ASB warning notices, warning letters, interviews, contracts and agreements, parenting contracts and orders, noise abatement notices, injunctions, dispersal orders and anti-social behaviour orders (ASBOs).  

I also have a say in which projects are funded and have recently funded a range of projects in the Whaddon area which include, the Motorbike Project and the Consequences of Crime Residential Course. If anyone would like any further information/advice please contact me on the number below.

Whaddon SCT Goes Back To School.

Respect is a word that is often used by our kids but what does it mean? Do people want to be respected? Do they respect others? Are they taught respect by their parents and relatives?

For me respect is all encompassing. I would like to be respected, but I know that to attain that, I must earn respect. I know that I give respect and I was certainly taught respect as a child.

Respect is high on our agenda at Whaddon SCT. It is also a key component of the government’s strategy on improving neighbourhoods.

Each PCSO at Whaddon SCT has adopted a school in the community they are responsible for. They will be the school beat officer for their adopted establishment and work with staff and parents to encourage respect and good manners amongst pupils. This will lead to a greater understanding of what respect actually means. This in turn will extend to our communities and families which will benefit all of us.

We want schools to be centres of excellence. Places where our kids can attain their full potential, places that are safe in which to work learn and visit. We will deal with bullying and behaviour that disrupts school discipline. We will be a regular presence in those schools and the pupils, staff and parents will have opportunity to engage with us.

Whaddon SCT Needs You

Whaddon Safer Community Team needs your help in delivering public services that get results in your community.

Police Community Support Officers from the Whaddon SCT are carrying out weekly community engagement activities with residents of Whaddon, St Pauls and Prestbury to agree and determine the quarterly management priorities. Through these consultation processes the police and other service providers are able to identify what issues are affecting residents and work towards resolving them with sustainable and long term strategies.

PCSO Christine White is one of the community support officers for Whaddon, Oakley and Lynworth. “At the start of my cycle of shifts I look to see what incidents have been reported and in what areas. I then determine a suitable area to conduct a community survey and letter drop those residents advising them of when I will be in their neighbourhood and inviting them to come and talk”

Sgt Mark Stephens “This process of consultation was initiated in Leckhampton INA and we are continuing their good practice. By engaging this way we are putting the resident at the heart of community management not only for policing but in the delivery of other services from partner agencies”.

“We use this method to give residents the opportunity to have a say in what they want the priorities to be for each 3 monthly period. By focussing on locally identified issues we can respond effectively to the communities needs”.

Members of the Key Individual Network (KIN) plus Neighbourhood Watch Co-ordinators are invited to community meetings held in each of the three communities covered by Whaddon SCT. At these meetings, the SCT give updates on the previous quarter’s priorities and the results of their community engagement activities.

Officers from Whaddon SCT regularly carry out test purchase operations at stores selling alcohol in the three communities of Whaddon INA. We do this to prevent alcohol being sold to kids. Store managers know that they face severe penalties if they are caught selling alcohol to under 18’s. Thankfully the message has been received loud and clear by our shopkeepers and I am pleased to tell you that very rarely do under 18’s get served alcohol at shops in Whaddon, Prestbury, Pittville and St. Pauls.

However, we know that our kids are getting alcohol from somewhere and more often than not it is purchased for them by adults. This is known as proxy purchasing and it is against the law. Adults who knowingly purchase alcohol for under 18’s are committing offences and the punishments are severe. We will be extending our operations to target alcohol misuse by under 18’s and proxy purchasing by adults.

Research shows that the younger kids are when they drink alcohol, the greater their risk of developing alcohol related problems later in life.

Our experience tells us that kids who are drunk are at risk.

We are seeing the empty bottles and cans lying around the areas where local kids hang out. We are finding kids in the street who are intoxicated. Our colleagues in the NHS are dealing with kids who have abused alcohol.

At Whaddon SCT our message to parents is –

-          Think about where your kids are and what they are doing.

Our message to adults who proxy purchase is –

-          When we catch you we will prosecute you.

And our message to kids who are abusing alcohol is –

-          Think of your health, your safety and the long term effects both on you and those around you.

Whaddon Safer Community Team is committed to improving the influence local people have on our response to local problems.
 
We're looking for people to join our Key Individual Network (KIN). We want to know your thoughts and opinions on a range of issues that affect your neighbourhood. You don't have to belong to any other organisations or be involved any more than you want to. As a KIN member we will ask you to give us occasional local feedback, which in turn helps us to gain a more informed understanding of our community.

Main roles of the KIN

  • Widen the consultation between the police and the local community.
      
  • Give prompt information about significant changes in local tension and provide information of local issues.
      
  • Enable community members to influence local policing and for the police to get increase information about issues affecting our neighbourhoods. 

Benefits of the KIN

  • Improves the quality of life for you and your neighbourhood.
      
  • Provides a medium for the resolution of issues that arise within your neighbourhood.
      
  • Provides an opportunity for the community to influence how their area is policed.  

Once you become part of the KIN

Your personal details will not be used for any other purpose, or passed on to anyone else. You will be invited to meetings concerning setting priorities within your neighbourhood, and these take place on average every quarter. Outside these meetings we will carry out the majority of communication by phone, post or email.

You can resign from the KIN at any time. Whaddon SCT Police Information Points (PIPs)

  Police Information Points (PIP’s) were originally introduced to Gloucestershire in 1997 to encourage greater communication between the public and the police.
They are situated at selected locations throughout the Whaddon INA and provide contact points. PIP’s are multi-functional providing the public with a range of advice on crime reduction and community safety as well as other police and community related information. PIP’s also provide an opportunity for interaction between the police and the community as well as providing opportunities to exchange community-based information
