  • Priority:Edward Wilson House – Reports of drugs misuse, within the stairwells and also flats.Responsible for this SARA plan are Nick Jermyn Cheltenham Borough Homes, PC Charlie Griffin and PCSO Jenny Bellis
  • Action:
    • Last Neighbourhood Co-ordination Group meeting 11.05.10 (next meeting 13.07.10)
    • Police, Cheltenham Borough Home and the Edward Wilson House Tenants and Residents Association joint meetings continuing. Comprehensive power point  profile presented by Nick Jermyn outlining issues.
    • Neighbourhood works which should contribute to long term solution is due to start later this year. 
    • It was commented that good progress had been made in relation to drugs issues at the flats. 
    • It was agreed to keep this SARA open due to the complex nature of the issues at the flats.

  • Area:Springbank and Fiddlers Green
  • Priority:Persimmon Homes estate - Increase in theft from motor vehicle. Damage being caused to properties and vehicles.Responsible for this SARA plan are: Cllr John Morris, PCSO Lippett and PC Charlie Griffin
  • Action:
    • Last Neighbourhood Co-ordination Group meeting 11.05.10 (next meeting 13.07.10)
    • Work to address lighting and some access routes is still being progressed. 
    • Police patrols continue and also looking into setting up a Neighbourhood Watch Scheme/Residents Associations.
    • One resident has had youths banging on her window. This has been recorded on CCTV and the individuals have been identified. Police are working with all parties and are attempting to introduce a solution using Restorative Justice mediating a meeting between both parties.

  • Area:St Marks
  • Priority:Coronation Square - Large groups of youths congregating in Coronation Square area, causing ASB problems.Youths are verbally abusing staff and customers of shops. Residents complaining of criminal and ASB activity. Youths are also drinking on the square and in the car park behind parade of shops and asking adults to buy alcohol for them.Officers responsible for SARA Plan: PC Christian Butler and PCSO Ryan Wheeler
  • Action:
    • Last Neighbourhood Co-ordination Group meeting 11.05.10 (next meeting 13.07.10)

    • Engagement has been and is being completed and collated. So far 84 results have been collated with a further 50 forms completed requiring collation. There is a broad spread of issues raised. The next stage will be to analyse this information in order to determine suitable solutions.
    • An update was provided in relation to displays being erected on disused premises, discussions are ongoing as this requires various permissions and also has a cost element involved.

  • Priority:King George Fifth Park - Reports of misuse of park, specifically vehicle misuse (use of mini-moto’s and also cars gaining access to field and playing areas).
  • Action:
    • Last Neighbourhood Co-ordination Group meeting 11.05.10 (next meeting 13.07.10)

    • Barriers have been erected and there have been no reports of cars on the park. There were four reports of mini-moto’s on the park. Parkwatch does continue but due to staff availabilities at Cheltenham Borough Council it was agreed this should be revisited when a new scheme and officers is introduced.
    • It was agreed that this community priority had achieved the objectives and the group agreed to close this SARA plan.

  • Priority:Wharfdale Square. Reports of youths causing petty damage and annoying residents.Responsible for SARA plan are: PCSO Mike Edwards, Cllr John Webster, Tim Collett Youth Outreach Worker and Sarah Penny The Oasis Project
  • Action:
    • Last Neighbourhood Co-ordination Group meeting 11.05.10 (next meeting 13.07.10)

    • Working party have already met. From the  initial investigation it appears that the root cause of the problems is due to a misunderstanding between the different social networks. It is intended to conduct a mediation between the parties to discuss the various issues. This is still in the planning stages and will require full consent from all parties. Due to youth working being off sick this has been delayed. 
    • It was agreed as an interim measure that police patrols will continue. 
    • Cllr Webster has contacted Rowanfield School regarding proposed works to erect palisade fencing – it has been confirmed this is still to be completed – likely time scale possibly autumn 2010.

  • Area:Swindon Village and Wymans Brook
  • Priority:Malvern Street / Elm Street – Groups of youths gathering, noise nuisance, football in the streets, abusive when challenged, reports of drugs misuse. Very few reports.Responsible for the SARA plan are: PC Chris Holdsworth, PCSO Chapman and Jane Harris Cheltenham Borough Homes.
  • Action:
    • Last Neighbourhood Co-ordination Group Meeting – 05.03.10. Next meeting: 07.06.10
    • The Anti Social Behaviour Order (ASBO) application was successful with Edward CROWE being sent to prison for racially aggravated common assault. The ASBO is currentin place until 04.12.2013. See leaflet for details.
      This has brought about a significant improvement in residents quality of life.
    • Police continue to be committed to bring about other long term solutions including setting up a Neighbourhood Watch scheme or a Residents Association. 
    • Work with outreach youth workers is still planned and will be progressed in the spring as the weather improves.

  • Area:Swindon Village and Wymans Brook
  • Priority:Kingsditch / Boy Racer issue – Reports from local residents and businesses of large groups of motorists who attend this location to show off their vehicles. Reported littering, driving in an anti-social manner (speeding, wheel spins, excessive noise).
  • Action:
    • Last Neighbourhood Co-ordination Group Meeting: 05.03.10. Next meeting: 07.06.10

    • A Boy Racer working party has been set up chaired by Cheltenham Borough Council and attended by Police (Hesters Way Safer Community Team, Town Centre Safer Community Team and the Road Policing Unit),  Councillors, Parklife to identify all measures to address this issue (short, medium and long term) utilising a multi-agency approach. No single agency can independently resolve this issue
    • Further meeting of working party (last meeting 26.03.10, next meeting 23.04.10). Dispersal order remains as an option but at this time is not being applied for. At this time other alternatives are also being reviewed (experimental traffic order).
    • There has been one inc (09.05.10) where a driver has lost control and crashed into a pillar. Details have been exchanged and police are undertaking a prosecution of the driver for driving without due care.
    • Further police engagement with motorists who attend Kingsditch are planned for 16/23 May 2010.

  • Area:Swindon Village and Wymans Brook
  • Priority:Parking issues associated with drop off and collection times at Swindon Village School.Local residents, the School authorities and parents have all raised concerns about poor driving in this location. The main cause is parents dropping children off at school. This is a situation that is shared by schools across the division.
  • Action:
    • Last Neighbourhood Co-ordination Group Meeting: 05.03.10. Next meeting: 07.06.10
    • The School, Police and Ben Evans the Area Liason Officer, Gloucestershire County Council have confirmed there is an issue with parents dropping off and collecting children in the mornings and afternoons.
    • The school have been working hard to resolve this issue and have raised awareness with the pupils in assemblies and also letter for parents. They have negotiated locally with the village hall for alternative parking to be available. There is a walking bus locally and school representatives try to prevent parents causing obstruction by completing traffic control.

Not Sure Don't Open The Door

Advice to help protect yourself and your home.

STOP

  • Most people who call at your door are genuine but some are not. They could be thieves or con-men trying to trick their way into your home to steal. That's why it is important to take precautions when people call at your home.
  • Bogus callers will pretend to be any one of a number of authentic callers such as officials from the council, gas, electricity or water companies. They may say they are workmen needing to make repairs or even claim to be Police Officers.
  • Bogus callers are convincing liars and anyone can be taken in by them
  • Whether it's a child asking for a glass of water or someone offering to tarmac your drive, never let them into your house unless you are sure they are genuine.
  • A genuine visitor will always make an appointment first, so you should be wary if someone turns up unexpectedly. When someone calls at your home make sure you take a good look at that person through the window or by using the door viewer.

CHAIN

  • Always put on the door chain or bar before opening the door and keep it on while you are talking to them.
  • You should not feel embarrassed about using a door chain, a genuine visitor will not be offended and will expect you to take precautions.
  • If you don't have a door chain, get one fitted - it will not cost much. Contact your local police for advice.

CHECK

  • Always ask for proof of identity and check it carefully, keeping the chain on the door.
  • Genuine callers will carry identification with their photograph and details of their company.
  • Don't assume just because a caller is wearing a uniform or clothing with a badge or logo, that they are genuine always ask to see an ID card.

  On a hot day we all like to have our windows open to let fresh air through our properties. However this can make our homes the targets for opportunist thieves. In May this year over half the burglaries on the Hesters Way INA were committed after the thief entered through a ground floor window.

Our advice: If you are going out ensure your windows are closed and locked. When at home avoid leaving windows open in rooms that you are not in, especially ground floor windows. Do not leave valuables on show where they can be seen through a window. Think about the positioning of your TV and computer in relation to your windows and avoid leaving purses/wallets, house/car keys where they can be easily seen.

It takes seconds for an opportunist thief to climb in through a window, take what they want and then leave.

 

Beware Of Opportunist Thieves

  It doesn’t cost a thief anything to break a window or walk in through
an unlocked door.

To prevent becoming a victim of opportunist theft, please follow this simple advice.

Before you walk away from your vehicle, check that there isn’t anything on show. This should include electrical equipment like stereos, MP3 players and Satellite navigation systems. Please ensure you take handbags, wallets and purses with you and do not leave any change on display. Even a coat on the back seat of your car could invite unwanted attention. If you can, leave your glove box open. This will show there isn’t anything of any value inside.

Always lock the door of your home, even when you are inside. Why make it easy for burglars. It can take just seconds for a thief to enter your property, take what they want and leave.

Hester’s Way Police Support Free Breakdancing Sessions For Young People

DJ Masterclass - Can You DJ?

  The Dj Masterclass project is looking at urban music and rap and gives young people the opportunity to be involved in the making of this music.  The young people will be tutored over the six week holiday and will learn to mix and DJ, lyric write and record a track that they have made from start to finish.

This is being organised by Hester’s Way Safer Community Team and will run at the start of the summer holidays.  Anyone aged 12-19 can attend at Oasis Youth Centre.  The project, which has been set up by PCSO Jenny Bellis, hopes that young people from across Hester’s Way will want to be involved in. 

Everyman Youth Project

Schools across Hester’s Way and Swindon Village, are to be involved in an exciting school project, which the Everyman theatre is co-ordinating.  Hester’s Way Primary, Arthur Dye, Sir Thomas Moore, Gardeners Lane Primary School and Rowanfield Juniors, are the schools chosen to participate in the project, which is being run by Hester’s Way Safer Community Team, Police Community Support Officers and The Everyman.  This was locally funded and was successfully bid for by Hester’s Way Safer Community Team.

The project, is for Everyman practitioners to work with each school to help pupils pick a local community issue, which they will develop and turn in to a play.  The final production will be held at Pates Grammar School and will bring all of the schools together so they can perform and showcase their work to each other and the local community.  This will be starting in September.

 C.O.P.S COMMUNITY ORIENTATED POLICING

Cops is a new initiative that is helping Gloucestershire Police, help victims of crime straight away, with a positive and direct resolution.

Cops lets the victim decide how they would like a crime to be dealt with, within reasonable parameters.

An example of this on a local level was carried out by PC Charlie Griffin of Hesters Way Safer Community Team. 

Whilst out a local boy was bitten by a dog that was being walked by their owner.  This was an accidental incident, whereby the dog in excitement bit the young boy.  On Sunday the 4th of July 2010, the owner of the dog, the young boy and the young boys father attended Hesters Way Police Station.  The owner of the dog apologised profusely to the young boy and had bought him a football as by way of another apology.  He brought the dog with them, upon the request of the young boy, and he got to meet the dog in more friendly surroundings. The boy has said that he is no longer afraid of dogs.  This a great example of how this is working in Hesters Way and how the public will see an immediate and positive response to local policing.
